平和な街・藤沢を市民の手で 平和無防備条例ニュースＮＯ．５３
２００５年３月１８日 戦争非協力・無防備条例をめざす藤沢の会

＜予定＞

■１８日 議員要請には、１３名が参加しました。
定例議会中での連日にわたる私たちの要請行動に対して、各議員さんからも「ご苦労様」など声がかかり、私たちの熱意が伝わりつつあります。
この日は、総務常任委員である新政会の海老根議員、佐賀議員と話合うことが出来ました。今後も、各議員と継続して会う予定です。
◇海老根議員 ―（17:05～ 15分程度）条例制定には反対。
（文書回答を頂きました。要約して掲載します。）
・平和の大切さは認識している。しかし、国際社会はテロ集団が存在し、国際社会を脅かしている。その脅威から目を背けたり、日本だけ、神奈川県だけ、藤沢市だけの安全を考えることは、無責任のそしりを避けられない。憲法改正、自衛のための軍隊の位置づけを。
◇佐賀議員― （13:00～ 30分程度） 条例には反対。平和であることは当たり前。防衛のための方法論として戦力を持つべき。今の自衛隊は憲法違反。憲法を改正し自衛軍にするべき。ただし、イラクへの攻撃は、アメリカの侵略であり良くない。
■私たちの主張６：
＜自治体の役割は、住民のいのちと暮らしを守ること＞
両議員とも、憲法改正と自衛のための軍隊という考えを基に条例に反対されました。防衛のためには戦力が必要という論理です。この論理で、日本は平和憲法がありながら、国防予算はなんと世界第2位という莫大な軍事力に増やしてきた現実を見れば、もはや「自衛」という理由では説明がつきません。また近隣諸国から見れば、日本がいつか来た侵略の道を歩むのではないかという緊張感をもたらしています。
また、もし仮に敵の脅威に立ち向かうために藤沢市が戦争に協力する責任を果たすということになれば、その結果として住民の犠牲が出る（現代の戦争は軍人よりも住民の犠牲が圧倒的に多い）こともやむなしと考えておられるのでしょうか？軍人ならともかく、市会議員の重要な役割は「住民の生活といのち」を守ることですから、この点の説明をぜひお聞きしたいものです。もう一度、市民の目線から無防備条例をご検討いただきたいです。
