平和な街・藤沢を市民の手で 平和無防備条例ニュースＮＯ．５４
２００５年３月１９日 戦争非協力・無防備条例をめざす藤沢の会
□□□□□□□□□□□□□□□□□□□□□□□□□□
１９日にお礼の街頭宣伝を行ないました。市民の期待が高まっています。
長後生協前では、チラシを受け取られた方から、「署名の後どうなったかと思っていましたが、４月議会が開かれるんですね。通したいですね。」と話しかけてくださいました。
善行駅前、六会ヨークマート前でも、署名をしてくれた方に多く受け取っていただきました。
●３月２１日(月) 拡大スタッフ会議（どなたでも参加自由） にご参加を。
１３：００ 藤沢労働会館
この間の議員さんへの働きかけでは、まだまだ話し合いが不足しており、条例案の内容をご理解頂けていない方もいらっしゃいます。私たちは、２万の署名が集まったことに満足する訳にはいきません。署名をして頂いた市民の皆さんの期待である条例制定に向けて、何をすればいいのか、何が課題かをみんなで議論します。
■引き続き議員要請を行ないますので、ご参加お願いします。
下記の日程、時間は、各会派の議員と会う約束をしています。
集合場所：市役所本館（一番奥の建物） ３階ロビー
集合時間は、下表参照
都合のよい日時に○をつけて、ご連絡ください。
・３／２２（火） １３時集合
・３／２３（水） １４時集合
・３／２５（金） １０時半集合
■私たちの主張７：
＜安全保障を国任せにせず、自治体の意思表示が必要＞
キャンプ座間への米軍司令部の移転に対して事実上反対する意見書案が、２３日の神奈川県議会で決まる予定です。3/18の藤沢市議会でも、「キャンプ座間への米陸軍第1軍団司令部移転など基地機能強化を受け入れないよう日本政府に求める意見書」を採択しました。私たちは、この意見書に賛同します。
意見書には「県下の基地機能強化により、一層市民生活が不安や危険の中にさらされる危惧」とかかれています。この意見書は外交や安全保障の問題であっても、住民に影響を及ぼすからこそ、自治体が国任せにしない姿勢を示すものです。つまり、無防備条例も、「外交課題であり国が扱う事項なので自治体では扱えない」ということではありません。また条例案の、戦争の事態の中で市民を大きな危険にさらすことが無いように提案している内容は、意見書の趣旨に沿うものです。
