平和な街・藤沢を市民の手で 平和無防備条例ニュースＮＯ．５２
２００５年３月１７日 戦争非協力・無防備条例をめざす藤沢の会

１８日の議会最終日の議員要請にご参加を。
明日が定例議会の最終日ですが、できる限り、多くの議員への要請を行いたいと思います。
そのためには、何人かで分担して話し合いの場をもっていただくか、予約を取りたいと思います。
ぜひ、ご参加ください。、
集合場所：市役所本館（一番奥の建物） ３階ロビー
集合時間は、下表参照

■わたしたちの主張５
＜軍事力による国の安全保障では市民は犠牲になる＞
軍隊が民衆を守らないことは、過去の沖縄戦―日本の軍隊が自分たちのために住民を避難壕から追い出したり、 ひどい扱いをした事実－などからも明らかです。司馬遼太郎さんの「歴史と視点」の本に、当時戦車部隊に所属していた彼が、「避難民が逃げてきて道をふさいだらどうしたらいいか」と聞くと、軍の参謀は、「ひき殺して行け」といったそうです。
これが、軍の論理なのです。軍隊が、国の機関や権力者を守るために、その結果多くの住民が犠牲になるのでは仕方がありません。
＜市民のためになる、市民をまもる安全保障、これがこの条例案です＞
私たちは、市民のいのちを守る、平和な街をつくるという視点から平和をとらえ直しました。そのためには自分たちのいのちを国任せにせず、市民が知恵を出し合うことが必要です。
その１つの方法がこの条例案です。条例案の中にあるジュネーブ条約には、世界の１６１カ国が加入しており、条約に違反するとその国は戦争犯罪に問われます。この条約を活用する条例によって、私たちのいのちを守るだけでなく、自治体が世界に向かって戦争をなくす役割を果たすことができます。世界中で、まだどの国の自治体でもこの条例はありません。もし条例が成立すれば、世界各国、 諸都市から注目が集まり、日本だけでなく世界中に広まる可能性が出てきます。
■１９日は、第２回目の地域街頭宣伝（お礼と傍聴のお願い）を行ないます。
