平和な街・藤沢を市民の手で 平和無防備条例ニュースＮＯ．５８
２００５年３月２５日 戦争非協力・無防備条例をめざす藤沢の会
□□□□□□□□□□□□□□□□□□□□□□□□□□
＜署名有効数は１８，７０３筆（無効６％）。本日から３０日まで縦覧＞
私たちが提出した署名１９，８７８筆に対して、選挙管理委員会で縦覧前の集計結果が出ました。１８，７０３筆です。無効６％の中には、未成年者や在日外国人の方の分が多かったですが、署名の欄に捺印が無かったもの、判読できないもの、２度以上署名した人などが、無効となりました。
■明日２６日の拡大スタッフ会議にご参加ください。

（議題 ：３０日のシンポジウム、各議員への要請、要請はがきの取組み）
■議員さんとの話し合いは次回２８日に行ないます。
下記の日程、時間は、各会派の議員と会う約束をしています。
(前号から集合時間が変更になっています。)
集合場所：市役所本館（一番奥の建物） ３階ロビー
集合時間は、下記参照
・３／２８日（月） １５時半
・３／２９日（火） １０時半
・３／３０日（水） １０時半
■話し合いの報告
２５日は、公明党の４人の議員さんとの話し合いに市民１０人が参加しました。
▼松下議員、増井議員、大塚議員、大野議員
今のところ疑問を持つ立場で（１１：００から１２：００）
・松下議員（参加者と話し合いながら）
＊宣言は否定していない。問題は宣言できるかどうか。
＊ 公明党として国民保護法を作った立場でありこれが優先する。現時点では藤沢市は無防備地域宣言のための４条件を満たしているが、今後、国民保護法に従えば市内に宿営地をつくることも考えられる。このままでいられるかわからない。条件を満たすのは中央政府の方針に反する。
＊ （私たちが、国民保護法の趣旨から自治体の独自の判断で条例案のような計画をつくれると言ったことに対して）条例は有事法制、国民保護法には抵触しないが、整合性はない。それは自衛隊を使う以外にないと考えているから。
＊ 中央政府が崩壊してしまった時は藤沢市が宣言できる。その時は攻撃されつくしているので、４条件を満たしている。（焼け野原になってから宣言？）
＊条例に妥当性があるかどうかという審議になる。
・大塚議員
＊個人の声を出すのではなく団として声を出す。
＊平和に対する思いは共有している。進め方は検討する必要あり。
・増井議員
＊参加者の平和に対する考え方はすばらしい。誰でも戦争は嫌い、皆の考えはよく理解できる。
＊結論は会として出す。
（参加者の感想）
藤沢市が焼け野原になれば、確かに軍事施設があったとしても破壊されているでしょう。そこで、更なる攻撃を回避するために無防備地域宣言してもなあ……。
（参加した人は、焼け野原の想定には驚きでした。）
公明党の皆さんの「ジュネーブ条約」の解釈では、「自治体が宣言できる」と言いながらも、出来る状況は国が崩壊し、しかも「攻撃しつくされている」という場面しか想定されていません。これでは、ジュネーブ条約の趣旨である「住民の保護」という目的は達成されません。「宣言」は住民が攻撃を受けないようにするためであることを理解していただきたいと思います。
議員の皆さんには、「宣言」主体が自治体にもある所まで認めて頂いたので、もう一歩ご検討頂き、条例について是非ご支持いただきたいと思います。
